Abu Dhabi hazardous materials centre signs AI deal with Presight

The Abu Dhabi Hazardous Materials Management Centre (ADHMMC) has signed a strategic cooperation agreement with Presight, an Abu Dhabi-based, ADX-listed data and AI company, to deploy agentic AI for hazardous materials monitoring across the emirate.

The agreement covers the full lifecycle of hazardous materials: entry, transportation, storage, trading and use through to treatment, recycling and safe disposal. The system is designed to analyse data continuously, connect information from multiple sources, detect risk indicators and flag anomalous patterns so specialist teams can act quickly.

What the ADHMMC and Presight AI agreement covers

Under the deal, the two organisations will identify high-priority use cases, build prototypes and test them in controlled operational environments. They will then measure performance against six criteria: speed of risk-indicator detection, alert accuracy, response times, decision quality, automation levels and operational efficiency.

The stated objective is to reduce the time between detecting a risk indicator, analysing it and taking appropriate action.

Matar Muaded Almheiri, Acting Director General of ADHMMC, said the centre is pursuing advanced projects that include ‘developing management models that are better able to anticipate risk indicators and support specialist teams in taking appropriate action at the right time, helping to reduce potential impacts.’

‘This collaboration will expand the use of data and analytics through agentic AI to monitor evolving conditions, anticipate risks and accelerate decision-making,’ Almheiri added.

Abdulla Juma Aldhaheri, Head of the Information and Communications Technology Section and Digital Transformation Lead at ADHMMC, said the work with Presight will focus on interoperability with existing systems, along with the sustainability and scalability of the technology infrastructure.

Governance, cybersecurity and human oversight built in

The agreement explicitly includes AI governance, cybersecurity, data privacy, data sovereignty and human oversight requirements. Both parties said those conditions reflect the sensitivity of the domain, which is directly linked to public safety and risk management.

Aldhaheri said compliance with those frameworks will be a condition of all prototype development and testing work, not an afterthought.

Dr Adel Alsharji, Chief Operating Officer of Presight, said: ‘We will bring our intelligent systems expertise into a highly specialised operational environment, where the optimal use of data and AI can strengthen decision-making, improve efficiency and enable more effective risk management.’

Presight is a G42 company and operates across four continents. The company has previously deployed agentic AI in the energy sector, where its ENERGYai platform has, by Presight’s own account, delivered $500 million in value and a 1 million tonne reduction in CO₂ emissions.

ADHMMC was established by UAE presidential law, which mandated the centre to build a central operations room for tracking hazardous materials, create an electronic self-disclosure and reporting system, develop mechanisms for handling confiscated materials, and maintain a dedicated hazardous materials database.

The AI partnership builds on those legal obligations. The agentic system is intended to automatically link data, incident reports and operational indicators, assess risk levels and priorities, and recommend appropriate actions to specialists, according to details published alongside the ADHMMC and Presight partnership announcement.

The next step is prototype development and controlled-environment testing. No completion date for that phase has been announced by either party.
