ORA Group has launched BluBay, a luxury plotted development in Karjat, targeting BluBay Karjat NRI investment demand from residents across the GCC as infrastructure projects reshape Mumbai’s metropolitan fringe. The 60-acre project comprises 325 premium villa plots, a 35,000 sq ft clubhouse, more than 60 lifestyle amenities and a 60,000 sq ft lagoon.
The infrastructure case for Karjat
The launch comes as a cluster of large-scale projects connects Karjat more tightly to Mumbai. The most prominent is the Mumbai Trans Harbour Link (Atal Setu), which the Mumbai Metropolitan Region Development Authority (MMRDA) describes as India’s longest sea bridge at 18.2 kilometres, carrying six lanes between Sewri in South Mumbai and Chirle near Nhava Sheva. Its total approved cost is ₹17,843 crore and construction began in March 2018.
The Navi Mumbai International Airport adds further connectivity. The airport was inaugurated on 8 October 2025 and began commercial operations on 25 December 2025. According to All India Radio’s Newsonair, CIDCO Vice Chairman Vijay Singhal said the airport was handling over 22,000 passengers daily as of early 2026, with international services expected by May 2026. Its initial capacity stands at 20 million passengers per year.
A further corridor in planning adds to the picture. The Virar-Alibaug Multimodal Corridor, a proposed 126-kilometre access-controlled route being developed by the Maharashtra State Road Development Corporation, would link Virar in Palghar district to Alibaug in Raigad district. Phase 1, covering 96.4 km, has received Cabinet approval under the BOT model, according to the same report.
ORA Group brands this combined infrastructure push as the “Mumbai 3.0” corridor, and positions Karjat as a primary beneficiary given its location, land availability and comparatively lower entry prices relative to established Mumbai districts.
What BluBay offers and who it targets
BluBay is built around what ORA Group calls its #T60Life philosophy: resort-style living within 60 minutes of the city. The development targets NRI buyers from the UAE and wider GCC who, the company says, are increasingly seeking integrated villa communities modelled on developments in Dubai.

ORA Group has signed Indian cricket player Suryakumar Yadav as BluBay’s brand ambassador. Yadav’s association is tied to the same #T60Life campaign, which the company says emphasises balance and wellness.
ORA Group has not published plot pricing in publicly available materials reviewed for this report. Prospective buyers should seek verified figures directly from the developer before committing funds.
Details of the Navi Mumbai International Airport’s Phase 1 design, including its terminal and Air Traffic Control tower by Zaha Hadid Architects, have been covered separately by property and infrastructure trackers. The airport’s second runway and expanded phases remain subject to further approvals.
BluBay’s sales launch coincides with a period of active pre-leasing and connectivity milestones along the Panvel-Karjat Rail Corridor, which ORA Group says will be the next indicator to watch for the project’s long-term connectivity credentials.
