New Delhi, 13 October / WAM / The Speaker of the Federal National Council, Honorable Chakr Ghobash, affirmed that the UAE is keen to strike a balance between development on the one hand and maintaining a clean, healthy and safe environment on the other. This came in his speech before the ninth summit of the G20 Speakers of Parliament held at the India International Convention and Exhibition Center organized by the House of Representatives of the Republic of India in New Delhi. It was held in the presence of the Speaker of the People’s Assembly Om Birla and the Speaker of the Senate of the Republic of India Hon’ble Jadeep Dinakar and in the presence of the G20 parliamentary leaders.

His Excellency Sagar Khobash pointed out that the United Arab Emirates will host the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Expo City Dubai at the end of next November, the first conference since the Paris Agreement. It will present a comprehensive assessment of what has been achieved and what has been achieved in terms of policies and practices. It is concerned with global change to achieve concrete movement towards climate neutrality and maintaining the 1.5°C target.

He emphasized the important and vital role of the UAE in global efforts aimed at mitigating the effects of climate change at the regional and international levels. and supports energy conservation. The UAE will assert its leadership in making COP28 a conference for implementation, and not just for commitments.

He said that in line with the vision of the wise leadership of the UAE, COP28 leadership should be a turning point for achieving concrete and fundamental progress on global climate action, and that this transition is consistent with achieving a sustainable economy. and social development at the global level through its agenda based on four pillars: accelerating the achievement of an orderly, responsible and equitable transition in the energy sector, developing climate finance mechanisms, improving lives and livelihoods, and supporting the previous pillars by fully including everyone in the work of the Conference.

He emphasized that the phenomenon of climate change, many of whose effects we feel today, has become more dangerous than man’s ability to withstand its effects, and faster than his efforts to stop its expansion.

His Excellency said, “In line with the objectives of this Convention, I emphasize two fundamental things to ensure economic and social, as well as political, stability and international peace and security for all peoples of the world. :

The first is that confronting environmental and climate phenomena and investing in the development of renewable and clean energy sources, to achieve a fair, logical and responsible energy transition, today represents a shared responsibility that requires the concerted effort of all countries. A serious effort must be made to do justice to the South and the North, and the poor and developing countries, taking into account the conditions and needs of them.

The second point is that our race against time is not yet too late to use the advanced technology we have achieved to face the consequences of climate change, but it will not wait for us long, and we, like all continents, must start work immediately. The world, without exception, has faced huge consequences due to floods and unprecedented rise in temperature during summer this year, which was a warning to all of us.

For the transition to renewable energy sources, he stressed that all parliaments, in their legislative and oversight capacities, must work hard with their national governing bodies to achieve the following:

Develop and adopt long-term national decisions based on a strong and transparent legal framework that regulates all issues related to finance and investment in the renewable and clean energy sector or the regulation of all relevant inputs such as electricity, transport, fuel etc. Markets, etc. and review current policies and practices related to achieving sustainable development, particularly in relation to emergency measures countries can take to respond to natural disasters resulting from climate change.
Coordinating and working with regional and international parliamentary institutions to agree on renewable energy targets and ways to finance them to help achieve international equity in achieving sustainable development for the most affected and poorest countries.

He pointed out that the Federal National Council, in coordination with the Inter-Parliamentary Union, will organize a parliamentary conference in conjunction with the United Arab Emirates hosting the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28). Legislation and oversight work in line with countries’ efforts toward the lofty goal of ensuring a secure and sustainable future for all people without exception.

At the end of his speech, His Excellency emphasized the importance of the conference’s results, which will enhance collaboration between executive and legislative authorities at the national level and between parliamentary bodies at the international level.
