Woodside, JSE and KEPCO Collaborate on Liquid Hydrogen Supply Chain Development

Woodside Energy (Woodside), Japan Suiso Energy, Ltd. (JSE) and The Kansai Electric Power Co., Inc. (KEPCO) have signed a memorandum of understanding (MOU) to advance the creation of a liquid hydrogen supply chain linking Australia and Japan.

The agreement will see the three parties work together on an innovative network in which liquid hydrogen, generated at Woodside’s proposed H2Perth Project in Western Australia, would be transported in specialised hydrogen carriers to receiving facilities in Japan.

The H2Perth Project is planned for the Rockingham and Kwinana Industrial Zones in Perth, with production set to be based on natural gas reforming. The project aims to achieve net zero Scope 1 and 2 greenhouse gas emissions from the outset by applying carbon capture and storage—pending technical reviews, commercial arrangements, and regulatory clearances—and supplementing with carbon credits where required.

The MOU highlights the partners’ joint commitment to driving the energy transition, combining technology, infrastructure, and international collaboration to support a lower-carbon future. It also reinforces the strategic importance of the hydrogen supply chain in strengthening ties between Australia and Japan.
