Overseas Filipino workers in Dubai and the Northern Emirates can now obtain a digital OFW Pass at no cost, replacing the paper-based Overseas Employment Certificate (OEC) as their exit clearance when travelling back to the Philippines. The pass is generated through the DMW Mobile App once a worker’s employment documents have been submitted and verified.
What the digital OFW Pass replaces
The OEC has long been required for overseas Filipino workers returning to their jobs abroad after a visit home. It is valid for 60 days and can be used only once. The digital OFW Pass carries no such restrictions: it remains valid until the worker’s employment contract expires and can be regenerated from a smartphone.
According to the DMW Advisory No. 038-2025, the pass initially covers all returning or rehire workers (known as Balik-Manggagawa) including those who previously obtained OEC exemptions through the Department of Migrant Workers (DMW). It is described as tamper-proof and serves both as a digital identity document and as a recognised exit clearance.
The DMW clarified that both the OEC and the digital OFW Pass remain valid exit clearances. Workers may obtain either document before travelling, depending on their circumstances.
Online contract verification system underpins the pass
The digital OFW Pass builds on a separate initiative the DMW introduced on 7 July 2025: an online contract verification system that allows workers to submit and verify employment documents remotely, without visiting the Migrant Workers Office in Dubai.
The pilot of the Online Employment Contract Verification System (OECVS) at MWO-Dubai covers OFWs whose visa or Emirates ID was issued in Dubai, Ajman, Fujairah, Ras Al Khaimah, Sharjah, or Umm Al Quwain. The pilot was initially set to run for thirty days before evaluation for permanent implementation.
Once documents and payment are submitted online, the system links directly to the DMW Portal E-Registration platform, where the OEC is automatically generated. Workers pursuing the digital OFW Pass follow the same verification pathway through the app.
The OECVS was developed in partnership with DataFlow Group, a verification and workforce mobility technology firm. Reports have indicated the system is being evaluated for expansion to Saudi Arabia, Abu Dhabi, and Hong Kong, with further rollout to Singapore, other parts of the Middle East, Europe, and Asia also under consideration.
Airport clearance and who needs the OEC
The Bureau of Immigration Philippines has clarified that Filipinos travelling abroad on employment visas must present a valid OEC; those on dependent visas are not required to obtain one. The bureau also opened a dedicated OFW wing at Ninoy Aquino International Airport Terminal 3 to speed up processing for departing workers.
For workers covered by the DMW Advisory, the digital OFW Pass satisfies the same requirement and removes the need to renew the OEC every time they travel.
To use the system, workers download the DMW Mobile App, complete the online contract verification, and generate their pass directly from their phone once the application is approved. The DMW has not announced a deadline for when the pilot programme will move to permanent status, with evaluation of the OECVS rollout still ongoing.
