The Speaker of the Federal National Council, His Excellency Zachr Kobash, stressed that the UAE is keen to strike a balance between development on the one hand and maintaining a clean, healthy and safe environment on the other. Under the directives of the wise leadership of the Head of State, Sheikh Mohammed bin Zayed Al Nahyan, may God protect him, we in the UAE are actively participating in strengthening global efforts aimed at mitigating the effects of climate change.

This came in his speech before the ninth summit of G20 Speakers of Parliament held at the India International Convention and Exhibition Centre, New Delhi, organized by the House of Representatives of India during 2013. -14 October 2023, “Parliaments for One Land, One Family, One Future.” ».

The United Arab Emirates will host the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28) in Expo City Dubai at the end of November, the first since the Paris Agreement. A detailed assessment of what has been achieved and what has been done in terms of the policies and procedures associated with the change. Global efforts to achieve climate neutrality and concrete movement to maintain the 1.5°C target.

Kobash emphasized the important and vital role of the UAE in global efforts aimed at mitigating the effects of climate change at the regional and international levels. Energy conservation. The UAE will assert its leadership in making COP 28 a conference for implementation, and not just for commitments.

He said, “In line with the vision of the wise leadership of the United Arab Emirates, the COP 28 Presidency wants to be a turning point for achieving concrete and fundamental progress on global climate action, and this transition is consistent with achieving a sustainable economy and economy. Social development at the global level, through its action plan, is based on four principles.” Pillars:

Accelerate the achievement of an orderly, responsible and equitable transition in the energy sector, improve climate finance mechanisms, improve lives and livelihoods and support the previous pillars by fully including everyone in the work of the Conference.

Risks and consequences

He emphasized that the phenomenon of climate change, many of whose effects we feel today, has become more dangerous than man’s ability to withstand its effects, and faster than his efforts to stop its expansion.

He said, “In line with the objectives of this Convention, I emphasize two things which are fundamental to ensuring economic and social, as well as political, stability for all the peoples of the world, and to ensuring international peace and security:

The first point: “Addressing environmental and climate events and investing in the development of renewable and clean energy sources is a shared responsibility that requires the combined efforts of all today to achieve a fair, logical and responsible energy transition. South and North countries, and the conditions and needs of poor and developing countries. Take into account and actively try to fix them.”

The second point: “It is not too late for our race against time to use the advanced technology we have achieved to face the consequences of climate change, but it will not wait for us for long, and we must start work immediately, as in all continents. In the world, without exception, floods and temperatures in the summer of this year will be unprecedented. The non-existent rise has faced huge consequences, which was a warning to all of us.

Renewable energy

Kobasch stressed that all parliaments should work hard with their national administrative bodies to achieve their legislative and oversight capacities for the transition to renewable energy sources.

Develop and adopt long-term national decisions based on a strong and transparent legal framework that regulates the mechanism of national action on all issues related to finance and investment in the renewable and clean energy sector.

COP 28 Conference

He pointed out that the Federal National Council, in coordination with the Inter-Parliamentary Union, will organize a parliamentary conference in conjunction with the UAE hosting the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28). Legislation and oversight work in line with countries’ efforts toward the lofty goal of ensuring a secure and sustainable future for all people without exception.

Federal National Council Speaker Hon Chakhar Kobash called on Indian People’s Assembly Speaker Om Birla on the sidelines of the 9th G20 Leaders of Parliament Summit in New Delhi. He appreciated the progress of bilateral cooperative relations in various fields.
